Poor cooling or just needs lots of volts for any decent clock?

As I said nothing gets it stable 100% even at 4.2GHZ, even uncore 3 notches lower than core and my Batch confirms this going by others with same POS on XSF.

In past I would buy another and sell and keep doing to get a good batch but I am too old for this now.

on the old bench build this is the best I can muster

Run Gpu-z and cross reference your clocks when you hit apply

You would double it, so 3663Mhz is 7.326Ghz effective

GDDR5 is Quad Pumped but most Apps see it as 1/2 like any other DDR so double it.
A 680 would be 6GHZ and a 780Ti 7GHZ.
