If its a new machine from Dell and still under warranty then simply put: Return it!

You could goto youtube and watch the 'teardown' videos it will show you where the cards are that you require and then maybe you can pull it out, then replace it therefore making sure its making the correct contact with the pins etc. As it sounds like its physically present just not making contact. That said if you purchased it from the Dell Outlet it maybe the 'flaw' that took it back to Dell. In which case return it. The mere act of asking Dell to take it back used to mean they would knock a bit more cash off. That or they'll offer to send an engineer around who can fix it, reinstall it or whatever. That or send you the missing part plus instructions on how to install it, which is more probable. It sounds like it may not be present based on it not being there in Windows.

You could try running Everest, which it seems has been replaced: http://www.lavalys.com/products/everest-pc-diagnostics/ or the older and Free edition: http://www.softpedia.com/get/System/System-Info/Everest-Home-Edition.shtml both are quite 'sensitive' and may be able to locate the correct driver for you, incase you've not got the correct one?

Finally, there seems to be another driver here: http://www.notebookforums.com/thread231433.html

thanks for your detailed response tempac....i bought it second hand from a guy in london but its like new.....ive emailed him for the parts breakdown but he hasnt got back to me as yet......you can configure them without this part i think when you buy them new which makes me think its not there as it aint in device manager and would try to install a driver under new device found if the machine registered it being there...the driver just searches for a bit trying to find something then asks for it to be switched on but on the r2 model m17x the wifi and bluetooth are the same switch...if you want one or both on or off you do it in the bios.....i may bite the bullet and phone dell and give them the service tag see what they say

It seems to only be around £20 though, which has to be good doesn't it?

yeah mate i ordered one from an ebay powerseller for £12.99 so as long as it works im delighted....thanks for all your help especialy with the teardown idea....dell had a video would you believe and it only took 3 screws out to check under the palm rest and low and behold an ariel and no card......
i watched the rest of the video and am checking every day now for a decent priced i7920xm :D to replace my i7720m as i hear the extra processing power is a huge boast in crossfire laptops
thank you so much mate for giving me a new perspective in the fault finding process ;)
