What happens if your power supply isn't big enough?

Just thinking about whether I need to buy a new PSU for the secound PC as I'm going to be moving a load of components into it when I upgrade my own computer.

Out of interest, what actually happens if you have a PSU that isn't powerful enough for the components you put in the computer? Will it just not turn on? Will it get to Windows but crash in games? Will it crash randomly? Will the PSU blow? Will it take components with it?

Thanks for any info you can shed on this :)

Don't risk it, I lost a HD and mobo when my underpowered PSU died (back in my noobish days). Admittedly I had a peltier attached.....
Ran fine for ages then suddenly went pop.
