Depends what it's for - for most day to day tasks Paint.Net is much easier (resizing /cropping images, retouching/colouring, gaussian blurs etc), it's more a souped up Paint rather than a Photoshop competitor.

Gimp is far more powerful, but I found the learning curve too steep to do anything too involved. Looking around however Gimp seems to have nearly as many tutorials as Photoshop with regard to many of the common tasks you would use it for.

What does she want to use it for? If it's drawing etc., then there may be different programs with better blending / paint / pencil mimicking styles that would be more suitable.

Decide what you want Photoshop for and chances are you can find some free software that has those features.

Most people ask for Photoshop because it's the only image editing software they know the name of, and then you end up with companies spending hundreds of pounds per year so somebody can resize and crop images for email newsletters.

If it's for someone still at school then Photoshop Elements will be more than capable, and is priced very well.
