WEC has a 3 lap average for energy use, hence why in the first season of the current hybrid rules the cars would suddenly have a very slow lap if they were having issues with their energy usage control.

F1 has a max fuel flow limit which cannot be exceeded regardless of race or qually, and the size of the electric motor limits how much power that can supply.
