I'm wanting to buy a particular domain but it's registered, and just has a holding page with "Under Construction" On it, the other has a bunch of Ads, how do i go about finding the true registered owner and getting contact details? I can only see their DNS settings on a normal WHOIS. Thanks in advance!

Depending on the type of domain, WHOIS will give you various information. With many domain holding companies now offering "Domain privacy" it makes finding the real owners difficult.
You can try sending a message to hostmaster@ or postmaster@ as all domains "should" have both of these addresses configured to accept mail.
Don't let the fact a domain has nothing on it make you assume it is for sale. I have domains which are used purely for mail and others that I've registered nameservers under - the sites are quite empty, but the domains not for sale, well not unless I get a similar offer to the one that made me sell a few months back.
