It doesn't officially support it, but i dont see why you cant use 4p cpus in a 2p mobo? you can use the 2p cpus in a normal x79 board.

No sorry wrong socket type E7 is 2011-1 it will not go in a Z9PE.

Socket is pin compatible (physically the same) but not electrically compatible.
I think it is also keyed differently on the processors.
