GIGABYTE GA-Z68A-D3H-B3 - Cannot control my Vcore setting even with power saving disabled

Hello. As the title says I am unable to control my Vcore setting. I have disabled all power saving features and began manipulating the clock speed from 33, to 34, to 35. Each increment corresponds with an increase in my Vcore despite me setting my Dynamic Vcore to +0.0. My motherboard only has a DVcore setting.

My relevant specs:

CPU: i5 2500k
Cooler: Cooler Master Hyper 212 EVO
Motherboard: GIGABYTE GA-Z68A-D3H-B3
PSU: PC Power & Cooling ZT Series 750 Watt
RAM: G.SKILL Ripjaws Series 8GB (2 x 4GB) Timing 9-9-9-24-2N, Voltage 1.5V

The tests:

Clock speed 3400, Load Line Auto: http://imgur.com/a/Moj9P (note this is only trial where Vcore did not increase on the bios post screen)

Anyone have an idea of why my Vcore is changing on its own despite my disabling the features that would cause it to do so? If I can't control my Vcore setting I don't see how I can safely overclock my CPU.
