Kimi only beat Lewis by ~20 seconds, so if a 25-second penalty is applied (such as what happened to Lewis at Spa in 2008, http://www.skysports.com/f1/news/12433/4113365/hamilton-stripped-of-spa-win), their positions would be swapped.

Weird, saw this earlier and somehow thought it was going to a time penalty applied to China, perhaps changing his qualifying result.

It looks like Raikkonen at Bahrain was never an issue, just terrible reporting/assumption from This is F1.

I've now seen the Auto Motor und Sport snippet (part of a round-up article) and it never mentions Raikkonen or Bahrain.

This proposal, if approved by the F1 governing bodies, will take effect as from the Chinese Grand Prix and will apply for the rest of the season.

When they actually complete 3 full sessions of qualifying in the 2015 format, its a done deal

The FIA statement suggests other news reports have jumped the gun, reverting to 2015 rules has not been approved by the f1 governing bodies yet.
