Second hand motherboard and Windows 10

Ok so I know that if you change your motherboard and are currently running the free windows 10 upgrade, it will not transfer to a new motherboard.

But what if a second hand motherboard had already had windows 10 installed on it?

I assume that if that copy of windows 10 was OEM then it would activate and not cause the previous owner any problems, because that Windows 10 activation isn't transferable anyway, but if it was retail version then the original user would still be using it.

I thinks that makes sense, anyone had any experience of this?
Any feedback would be great.
