Frequency vs CAS

As an example am I right in saying that 3000mhz Cas14 is the same speed as 3200mhz cas15? How does it work? I'm looking into ddr4.

The idea is to divide speed by cas and the result is something you can compare. So 3000 / 14 = 214 and 3200 / 15 = 213 so according to this method of comparison 3000 ram in this situation should perform better then 3200 but because the difference is not even worth mentioning then 3200 would be a better choice.

However this only guide rather then a set in stone type of thing.
