Yorkshire and proud of it!
Over is correct, obviously. It allows one to tear the paper along the perforation whereas with under you can't see where the perforation is.

Furthermore, when the two layers are shifted - i.e. when the perforations no longer line up and a torn off piece has a single-layer exposed at each end - you solve that by flipping over the uppermost layer around an extra time to bring them back in sync. If it's under then you have to fiddle around trying to feed the upper layer back around between the wall and the holder. Whereas with over you can just feed the upper layer through in the normal direction.

This is settled science. Over.

Over, but whilst our cats were kittens we did it under as it stopped it from completely unravelling when they decided to play with it.

The correct answer is it depends on the loo roll holder!

Does the holder result in the loo roll touching the wall? If it does, Under

If the loo roll is clear of the wall over! That's a Rafa Benitez FACT!

This is the perfectly correct way. If you go over with this loo roll holder it causes the roll to 'bounce' off the wall as you unfurl the paper. Going Under gives you the clean glide of superiority.
