I use the Dxtory external capture rigged up with Xsplit's camera 1 and it was flawless, try a proper capture software like FRAPS/Afterburner, and make Xsplit use them in camera 1. It's been about 3 months since I streamed, though.
I'd drop it to 24fps personally, 60fps is gonna drop a lot at 600kbs, a hell of a lot. At 600kbs your probably gonna want 1024x768.
Not at 720p, I used to run a streaming res of 1280x800 capped at 2mb/s and it'd drop pixels quite a lot, the amount of black splodges occasionally appearing on the screen sucked. At 600kbs I'm curious as to how it'll look, it probably depends on your net though, you might get away with it if you have an incredibly low ping.
