All these 'lateral thinking' 'riddles' are is taking a defined concept, redefining it without telling anybody how you have redefined it and going yar boo shucks to you if you dont get it.
In this case, the question uses the symbols + - / * which are predefined to the reader as mathematical operators. It then implies you have to use those operators in the scope of mathematics's however has neglected to mention the symbols have been completely redefined and no longer serve their original function. (the symbols now mean something other than their original intention - hence are ironic)
Its no different to me calling an elephant a cloud because they are both the color grey. Except if this were a riddle, the teller would be mocking you for he knows the redefinition, you do not, and clearly are too stupid to get there
I didn't say it was impossible. I was just making the point that quite often when people know the answers to these kind of things it's because they've heard them before and not because they were actually able to work them out.
