I went to Amsterdam a few years back. Took a photo on my phone in the red light district, totally not thinking and got a can of red bull hurled at me and one huge black guy came running out of the house/room and another guy down the road started running and shouting. Scariest moment of my life, genuinely had no idea I was doing anything wrong, an had no idea where I was running as the little backstreets all seem to intertwine. Me and my mate knew we had to get off the main strip and luckily we picked a decent street to turn down. Never ran so fast but I guess 2 guys who look like they wanna kill you is enough to make you turn into Usain Bolt.

Never went back down there after that.

You could get a (or a few) Philips Living Colour lights:

I've got two in one room where the walls are painted white, you can literally make the room any colour of the spectrum you like, including 'Sleaze Zone Red'.

They are insanely expensive lights....
