Do you know why? Because contaminated loads are rejected by the tips, or they fine the council a hefty amount for it.

Councils don't just invent these rules to p*** you off, ultimately it all comes from government and their obsession with the 'green agenda'. The people that deal with your waste after the council have picked it up will use their rules to impose fines and sanctions on the council.

Yes but there is an element of common sense involved. You can throw your leftover sprouts away from your Sunday lunch, but you're damned if you put any leaves in your bin!
 
Same around here - they won't take it if its even open the smallest crack. IMO you have the draw the line somewhere.

EDIT: They are a bit more pro-active dealing with problem neighbours here tho - tho that might have been due to it being easy to tie to a local business that was dumping it in people bins.

if people took there rubbish out and learnt to not put too much in there bins we wouldn't have this problem. you can't expect the council to go back over they're and collect your rubbish. it's not there problem.

As long as I'm paying my council tax, yes, actually it is their problem.
 
That makes absolutely 0 sense. So to stop the smell, pests and animals, they leave the open bins for another 2 weeks so that there is now 2 bins worth of rubbish sitting outside, both without proper cover.

Presumably you likely could be fined though for leaving full bins out for two weeks, while not properly covered.
You've also got to remember that most people follow the rules, because nobody wants bags of stinking rubbish back in their house or on their garden. So essentially the rules work.

That's why if you have more rubbish, you either have to dispose of it yourself, or if your rubbish yield is to much, you need to speak to the council about the level of waste you have per number of people living at the address.

The OP was of course unlucky because he was following the rules and somebody used his bins.
 
as if the lid has to be fully closed. seriously.. they come once every 2 weeks now and expect you to have no rubbish? they dont even provide proper recycling services the whole thing is a joke.

id be looking into complaining to someone as thats abit of a silly rule.. our council takes rubish even outside of the bins providing its in a bag
 
I like the fact we don't have to use these bins where I live. We just put the empty bin bags out on the street meaning there is no cap on the amount. Most neighbours tend to make helpful piles every few houses or so to save time for the bin collection guys. Simples. No drama.
