You don't need to "pay" any extra for anything in DS3, you can buy the resource packs with ration seals (which are picked up free in game) if you feel the need to.
As for which to buy, DS3 by a mile, any company these days which sees fit to give you an 18hr single player campaign deserves support.
The fact its a very good single player campaign as well makes it all the better.
