4K Screen Question using HDMI @ 1080p

Hi all

I'm looking to get a new monitor and would like to go 4K.

I use my current screen for Work/Gaming and my PS4. I've seen on the specs of the 4K screens that over HDMI they only support 30Hz. I assume this is HDMI @ 4K?

If the PS4 is running at 1080p on a 4K screen will it support 60Hz or are the screens still locked to 30Hz at any resolution over HDMI?

Don't accept this as concrete confirmation but when I played my PS4 on a 4K monitor I'm 99.99% sure it was 60hz.

I'd test it for you, but I don't have the monitor anymore.
 
So downscaling a 4k monitor looks okay?

Considering a 4k running at 2560x1440 for future-proofing.
 
It's upscaling not downscaling - the screen will take lower res and scale it up to 4k. How well it does this will vary by screen, 1080p to 4k presumably is easy being a straight multiple but I don't really know much about which ones do a good job or why.
