TLDR

Follow the money, those in the government that pushed the money through will at somepoint down the road been gifted things, seen it before at a place I used to work, company B owed company G a few million, the guy at company G kept it all under the table and took a few nice holidays, a car, nice watch etc and popped in every month for his "consultancy" fee in a brown envelope, its easy to hide money if you have someone in the other camp on the books, I suspect this is exactly the same...
