Witnesses said that the gunman screamed 'I'm German' and '**** foreigners' before shooting.
If this is true then today I become a conspiracy theorist. This sounds like exactly the type of thing the current German government would orchestrate.
Munich police have confirmed on Facebook that six people have been killed.
A Munich police spokesman has just announced that police are looking for up to three perpetrators.
Many people are severely injured.

Of course there is going to be international cooperation for counter-terror operations, but outside the initial creation of GSG9 and other groups, why would they have any other input?

It depends on the situation. A lot of special forces around the world simply don't have the experience or level of training that the SAS/SBS has.
On occasions the SAS do give tactical advice and they also have been used instead of the countries own because of the lack of experience they have.
The US have used the SAS instead of their own on a few occasions, one was saving a diplomat I think.
That said a situation like this wouldn't need the SAS and will all be handled in house.
Can you explain how a country with a budget as large as the US would need to use the SAS on any occasion other than the SAS being closest? Why would the SAS have technical abilites greater than that of a country that has a bigger budget and more people?
Are we at the point where terrorism cannot be ruled out yet?
