Hitman 2 - Poor performance with Vega 64?

I received my Sapphire Nitro+ on friday and i'm only now getting the chance to try it out and well, i'm disappointed.

My Monitor is 1440p and my CPU is clocked at 4.2ghz and I was kind of expecting to be able to play Hitman 2 on ultra settings with a constant 60fps. However just during the first mission (where you start on the beach) the fps is constantly dropping to 50, 45 and even 35 during a short cut scene.

Was i deluding myself regarding my performance expectations or is could there be something amiss?

What have you done so far to try and fix it?

Going to assume it's all plugged in properly, what card did you have before, Nvidia? You made sure all the Nvidia drivers have been removed cleanly?
 
Ok, derp time.

According to my motherboard manual my PCIE slots are all x16 so i plugged it in to the second slot down as the first slot leaves about 5ml of space between the card and my CPU cooler. I've tried it in the first PCIE slot and Hitman 2 is now runnning at a solid 60fps :)

I'm curious though, why would plugging it in to one of the other PCIE slots have such a dramatic performance hit?
 
Maybe Vega is sensitive to a 16x slot? It specifically mentions one being required on the Sapphire specs page for the card.

This is the relevant page from my manual. I had it in Slot No. 4 but it seems Slot No. 1 is the only one that provides full performance.

Strange, as ive got an X99-A (non II), with my 64 in the 4th slot, and it runs at full performance.

Wonder if its because the 5820K is only 28 lanes, where as the 30s 40 ?.

EDIT: Yeah looks like it (i think), as this is from the manual.

28-Lane CPU-
3 x PCIe 3.0/2.0 x16 (x16, x16/x8, x8/x8/x8) *2
1 x PCIe 2.0 x16 (x4 mode) *3
2 x PCIe 2.0 x1 (x1 mode) *3


1* PCIe x16_1 and PCIe x16_4 slots share the same bandwidth. PCIe x16_4 slot support up to x8 mode.
2* When using a 28-lane CPU, the PCIe x16_3 slot support up to x8 mode.
3* The PCIe x16_2 shares bandwidth with USB 3.1 and PCIe x1_2 slot. By default, the PCIe x16_2 slot automatically runs at x1 mode.

40-Lane CPU-

28-Lane CPU-

Looks like the A II is different as well.

He's running the LC edition of Vega an a 9900k clocked at 5Ghz!

It could* be CPU holding you back.

*Not investigated if Hitman 2 is a CPU intensive game or not.

It seems fine now after putting it back in the first PCIE slot. I'd be pretty disappointed if a 5820k was holding me back :)
