Exactly, my thoughts exactly, I'm a white/heterosexual/middle aged man, I could be a Muslim!
Does it matter? It's entirely in the eye of the beholder, but i'd say looking at it from the perspective of a ethnonationalist - who is already on the uncritical thinking list - I'd assume any with a slight gradient or to the more discerning, particular garments.
You can be pointlessly pedantic if you wish, it will only be pointless and i am not going down this hole to reach no conclusive argument other than 'hurr minor detail, you are wrong'.
I think it's you that's being a bit pointless, this is London we're talking about, one of the most Cosmopolitan cities in the world. There is just no way you can classify anybody in London that way

Likely used to scare away as many people from tackling them if they were without such a vest. Since none of us are Invulnerable like Superman, most people will refrain from tackling them in short range if it is known they have a MAD weapon. Since it's clear from a situation like this, people get fed up and then heroes will crop up, and a few of them can ruin their day in short order.

Quick, appropriate thinking means people go home to see their families just before Christmas.

The guy completely failed in his attack today... but it's a win overall because people don't like terrorists and express that view in GD. OK...
It's irrelevant that we don't like terrorists, that is inherently true, where they've won in this ground is that there is a growing ethnonationalist extremism in this country, we literally have a dead MP to show for it (among the other things i've already mentioned, plus the stupid calls by the last government to try to kill encryption), I don't consider the last 20 years as 'winning' just because we've killed some Islamists.
About the only thing i can sort of see as a win is the lack of planes flying into buildings, but that was probably a unique event and we did suffer somewhat for that safety. I'd also include the terrorist incidents that have been stopped before occurring/before worse incident, but that is partly a trade off with civil liberty, i'm not massively into freedom that i'd moan about it all the time, but it did happen.
The reality is, we either accept these authoritarian tools as a requirement of our society to function (the enemy being ideological and not necessarily just one type) and therefore... who cares? or we don't, we mourn it and resolve to return to a better time... by what manner is ultimately out of my control, but whatever floats society's boat i guess (won't be complaining, that's for sure).
