You will get different answers from whoever you ask. 650W should be enough, so long as you buy from one of the higher-end manufacturers. Seasonic or Corsair are really the only suppliers with offerings in the right sort of power range, and they're like hen's teeth because of the current craze of Mini ITX builds.

People run 3070s on 450w PSUs. A 650w is more than enough for your system

I recently went for an EVGA supernova 650gm

very happy with it

Ok I'm thinking of going with Corsair SF600. Will the fans ramp up with 3060Ti and 5600X at load?

Assuming we are talking about the platinum SF600 Yes the fan will spin, but its very quiet even still. Fan looks to start at 180-200w which you will hit under load with those parts. Have the 750w unit for 9900k and 3090FE and even both bits under full whack and OC'd (mind FE is only 400w limit) the PSU is still very quiet. looking at review here: Corsair SF600 Platinum Efficiency, Temperature & Noise (tomshardware.com) looks like the noise, even when drawing say 450w-500w is very good.

I'm running an SF600 on an overclocked 3080 and overclocked 9600k without issues - I have just purchased an SF750 however for peace of mind. I'd be very confident in the SF600 coping with a 3060Ti.
