Advice Needed - Boundary Wall / Party Fence Wall

Hi all. I live in an end of terrace house and have a query regarding my garden brick wall as shown in the pictures below.

I am wanting to get the brick wall either repaired or rebuilt. If the wall on the advice of bricklayers needs to be rebuilt then the wall will be rebuilt to the same height and will still be a double skinned wall.

Looking at the pictures is this wall likely to be a Party Fence wall? Will I need permission from council or neighbours if wall is to be rebuilt?

Who owns the lawn between the wall and the road? Personaly, I'd just put up a wire trellis and some climbing plants so the whole thing is green in a year or two.

I assume it is the council as council workers mow the lawn
 
Without checking the deeds I can say I’m 95% sure you are solely responsible for the wall. The deeds may even specifically state you are, if not it may be a party wall with the adjoining landowner. If that is the Council they will take no “benefit” from the wall being up and will promptly refuse to get involved so it will be your responsibility.

in terms of rebuild check you’re not in a conservation area and any planning restrictions. Rebuilding like for like will be fine.
