As manic said, the encroaching player has to have an impact for it to be an offence. Had Salah's penalty been saved and Frimpong challenged for the rebound, which resulted in a goal, it would have been ruled out. Similarly if a Burnley player had encroached and challenged for or cleared the rebound, it would be an offence and a retake ordered.Are players allowed in the box now?

If Frimpong had touched the rebound or even challenged a Burnley player that was attempting to clear the rebound then it would be a foul.Would he be allowed to pass the rebound to Salah or could Salah pass the rebound to him?

As for why they're allowed in the box, it's more that ruling out a goal for a minor encroachment which has had no impact would be entirely disproportionate.
