Nah don't use Vodka, contains impurities from the manufacture process no matter how small.

I got 600ml of Isopropyl Alcohol BP 70% v/v from Lloyds Chemist 2 year ago for £4.75

If it's for cleaning up thermal compound off PC's then you can use methylated sprit (purple) I've been using it for near 20 years, it's cheap, contains no water and is nearly pure alchohol poisoned with a little methanol to stop people from drinking it.

IMHO I would avoid using anything like acetone or even PCB cleaner (yes I know that wasn't mentioned) as these can attack certain plastics. I'm not sure about the high street, but how about a retail park? So try googling again, something like:-
stafford + isopropyl alcohol + retail park
I think the top link may be of some use.

Arcticlean from ocuk is a good alternative if you have time to wait for delivery, has the removal agent and purifier

Can't find it in any high street chemists, and I don't have any local ones near me :/

Would love to find some, kinda need it too.

Guy in boots said they used to sell it, but were stopped some time ago.

Why not just buy it online, if it's just for cleaning off a cpu then you could do as Xplo suggests.
