£1000 just for HHD

If you had a £1000 to spend on upgrading just your HHD what would peeps buy?

(limit of 6 drives, raid-able in 1, 0, 5. size not an issue)

3x128gb Crucial C300, it beats Intels and Vertex 2's/Sandforce stuff quite easily, on a sata 6 controller and enough bandwidth(we've yet to see at what speed newer sata 6 controllers max out, ICH10 doesn't go much beyond 500-600mb/s, A sata 6 SHOULD have more headroom, might need a very good hardware raid card to go with it.

THe crucial is unmatched in sequential reads and random reads, other drives get closer but can't beat the Crucial on writes, and its fairly competitive in price per GB to all but the Intel, though its noticeably faster.

1700MB/s - what effect would this have on other devices connected to the PCI bus? (ie graphics cards)

Graphics card slots have their own direct lanes back to the CPU/Northbridge, and PCI-Express lanes are dedicated bandwidth. If you put it in a slot that goes via the Southbridge though you may start having trouble. DMI caps out at 2GB/s IIRC, so If you have multiple NICs or other high bandwidth PCI-E cards you could conceivably cap it out.

alternatively if you want a large amount of storage you could try the lsi 9260-8i with some 2TB drives and then add a number of ssd to use as cache using lsi cachecade add on. I have seen people going from 250 iops to 15000 iops using this method.
