Maybe something like a tooth brush would work ?

Ive done this twice, the first time I used a dermal and the flexible attachment with a hoover next to the screw. That worked well.

The other time I used a pillar drill and hoover to remover the swarf.

You could probably just remove them with a damp tissue, then give the card a once over with a hair dryer. Can you take some pics ?

Paint brush with a hoover held close. The PCB will have some type of spin on glass coating, you would have to really go out of your way to damage it.

Just make sure your earthed somehow.
