no not all, its just that some need to be traded or traded holding an item.

Sorry I don't understand, you mean some pokemon can only evolve by holding an item and to be traded?

yup, for example haunter will only evolve to gengar if traded, same goes to kadabra into alakazam.
poliwhirl will only evolve into poliwrath when traded while holding a water stone.
