its upstairs.

animals tend to drop their backs and thus tails for balance when walking downstairs in the same way that humans naturally lean back slightly its a subconscious action to prevent falling leaning against gravity, in reverse you naturally lean forwards when walking upstairs while animals lift their tails

Edit: opposite if slinxy

It's downstairs, using your wording and looking at the picture the tail is going backwards and away from the core body to help with balance... therefore the cat is going down a slope aka travelling downstairs
