I didn't see it myself but apparently Windows 7 does have NVMe support, but via a hotfix.

So I think if you want to install it on an NVMe drive you have two options:

a) Find a way to slipstream the NVMe hotfixes into the install, possibly something like nLite?
b) Install Windows 7 on a standard AHCI drive, apply the hotfixes and image it across to the NVMe one.

For what it's worth I'm using my old 840 Evo mSATA drive on my Asrock X99E-ITX with an mSATA-M.2 converter and it worked absolutely fine, first time. Asus please take note.
