recommend some PWM fans with blue lighting

After, 3x 120mm PWM and 2x 140mm PWM, quiet, with blue LED lighting
2 of the 120s will be to go on a 240mm AIO cooler if that makes any odds.
All matching brand and range.

I've had a look and can't find a full matching set that are quiet, PWM and blue

To be fair most will be quiet if you dial them down from 100% anyway... Pretty sure you dont need to run that many fans flat out to cool your system. I've got 6 120's on my rads and run them at 45%-55%, pump is also dialed down to 50%.

My temps are very low.

I can heartily recommend the bitfenix spectre LED ones. Got 3 white 120s on the front of my Lian Li pc08 case and it looks sweet and they are very quiet and effective fans. Very well priced for what they are too.
