If your talking do you inherently need 8Gb@1080p/144Hz, no you don't settings scale.
If your talking would 8Gb be better@1080p/144Hz yes, the likes of a 1070 can use more than 4Gb easily that require it for higher settings, the 390/480 can too but not as well.

You'd have to use DSR/set a render scale of 200% on an AA title and/or run Skyrim modded to the max to get there, at which point you'd likely already be beyond the limitations of everything else hardware-wise. It wouldn't hurt at all though!

Frame rate has nothing to do with frequency.
