Because the wifi controller on phones are only designed to do either of the two one at a time, not both like wifi repeaters. You need something a bit more specialised for that sort of thing. If phones had the ability to do this anyway it would drain the battery pretty fast. The reason why they can do it with data is because the data connection is managed by a different controller.So why can a phone wirelessly tether data and not WiFi?
