PC takes ages to boot, shutdown makes it reboot

This randomly started happening to me - 4770k, ASUS Z87 Deluxe

When booting, I get stuck on the blue windows logo with the dots going around in a circle for ages. Probably 10 minutes. Then it boots.

When I do a shutdown, the monitor turns off, but the PC is still on (lights still on). Then it boots up again. So it's rebooting

Any ideas? Is it running a scan of some sort during boot/shutdown?

Has the hot weather fried something?

Have you tried booting to Safe Mode?
Event Viewer might show something for those failed boots.

Also try with one graphics card to minimize number of "variables".

Are you sure it's not doing something daft like updating to creators edition?

(And possibly failing and rolling back)

Try doing a SFC/scannow from a DOS prompt.

What happens if you turn off fast startup in power options?

Try doing a shutdown -s
