Photoshop style software

Can any recommend some software for me please?

Photoshop type of thing - Nothing too complex, take an image, scale it to an appropriate size, add a bit of text in a couple of layers, nothing too complicated.

I am ok on Photoshop, but that was on a PC - If I can do the above and it's simple to use I'm happy.

What's best?

If not free then Adobe Lightoom. Can do what you require and much more.

GIMP.

Some people rave about it, I'm not quite so keen but it'll certainly do what you want.

If it's just for the one off job here and there I often use https://pixlr.com/editor/ when I don't have access to proper tools.

Serif Affinity is pretty good and powerful. Like photoshop but at a decent price and you do not have to keep repaying.
