The cheapest of the cheap will do!
Well... They'll certainly do something...
Desirability of their "working as intended" depends on things like if you like to keep that spare machine/friend...

Anyway for two GTX670s PSU minimum would be 550 real watts, not smoke and flames watts.

So we still continuing on cheapest of the cheap or maybe looking for someting actually designed to work?

350W would be more than enough.
For single GTX670 and assuming PSU is good instead of POS.

Obviously not looking to spend £15, but it doesn't need to be anything amazing. Bang for buck is what i'm after, considering it's going to be sitting in the cupboard for most of it's life.

Actually sitting on shelf again puts stress/wear on PSU's capacitors.
Just the the other way than usual:

Over storage time aluminum oxide layer vital for capacitor's functionality starts to degrade.
With speed depending on purity/quality of materials and stability of electrolyte/storing temperature etc.
Tiny weakening of oxide layer isn't problem, because during use small leakage current actually keeps repairing oxide layer.
But if degradation goes farther leakage current grows and starts heating capacitor.
And rise in temperature shortens overall endurance of capacitor.
(in worst case capacitor becomes shorted)
So low quality capacitors would actually benefit greatly from light use say once a month.

This B-stock BitFenix would be cheapest PSU with quality capacitors. (also design is modern)

Who knows if someone bought too small PSU...

It might be some older components that only sit in a cupboard but I would not cheap out on the PSU! I would at least get a PSU thats at least mid range in quality.
