Overclocked i5 not dropping to base frequency at desktop

I have obviously missed something in the settings, but its not leaping out to me !
I can run all 6 cores @ 5ghz with high but within spec temps.
I can run all 6 @ 4.8ghz well within acceptable temps, but its not stepping down when not working.
Does any one have pointers > (speedstep is enabled in bios).
Mobo is Asrock Z370 Extreme 4 wit latest (1.8) bios.

Check Windows Power Plan options - could be set to Performance?

Nice one jumeeno, that did it.
I assume for some reason windows changed it as when I had it stock it was speed stepping ?

I remember this happening to me years ago with a 4690K - glad it worked
