How Do I Quieten A MPEG Track?

i got a digi track from Amazon the other day, and for some reason it's ridiculously loud - sticking it through my Clip+ it's about twice as loud and thumpy as the other tracks in the folder, which doesn't help my eardrums.
is it possible to resave the track w/ a lower volume? i've been trying to hunt something out in VLC but can only see the usual normalizing stuff which doesn't really apply.

I think Audacity should include some volume adjustment:

I guess that track is mastered with modern no dynamic range/amplitude constantly at max principle?

You could check what kind amplitude levels other tracks have and then use normalizing to limit maximum amplitude to more comparable level.
