Video playback problem

Built this for my mom recently:

i3 8100, 2X4GB DDR4 2400, 120GB SU800 SSD (She only does streaming video and facebook), Gigabyte B360M DS3H, Corsair CX500

All latest mobo drivers installed from Gigabyte website. Current bios: F3

During video playback (youtube/netflix) (In Chrome) it stutters a bit. Seems to drop a couple of frames every couple of seconds. Turning off high precision timer (HPET) in bios improved this, but it persists to a lessened extent.

Seeking advice.

EDIT: Updated to F4 (latest) bios. Issue persists.

Ok, you have stated that you have updated drivers and BIOS for everything but you didn't mention the iGPU drivers. Have you updated those? In addition, have you tried youtube and Netflix playback in Edge?

I had a quick look in the settings and l don't see any option to switch video codecs, just to enable or disable hardware acceleration in the advanced settings in chrome.
