I'm trying to flash the BIOS on a HP Proliant DL580 G7.

I have followed the instructions to the letter on this page.

But when I boot from the USB it doesn't execute anything.

The content of the USB after running the USB boot media creator utility also looks off. It contains the following:

fat32lba.bss
IBMBIO.COM
IBMDOS.COM
kernel.sys
SP99256.exe
syslinux.cfg

Firstly I do not see any BIOS rom /cap etc in that list.

Secondly the SP99256.exe is the original file I download which you run to start the start all this off.

So how the bleep am I meant to flash the BIOS?

Open the downloaded file with 7-zip, WinRar etc. as opposed to trying to install it.
The RomPaq flat files folder should be at the top.
Copy these to the USB key, and run rompaq.exe from the DOS prompt.

Dunno off the top of my head whether it needs the .CPU file or the other one passing as a switch, haven't got one of these to hand, but that would appear to be the corect procedure.
