Looking to spend as little effort as possible just to create a nice looking, but straight forward website for an IT shop.

All static content, any recommendations?

if your doing it in house and don't want any palava , use WYSIWYG , no code , drag and drop essentially , there are abilities to go deeper and more in depth , but I use this just to smash out simple sites built from some rather nice looking templates.... although its not 'free' your able to dump it when finished and host from IIS or anyother host provider. as for on site wix is about the best for simple upstarts.
