Upgrading my ITX build, all compact so no over locking will be taking place.

PSU is a Corsair SF450 and the system will be:
I5 8600
Zotac GTX1070Ti mini
16gb (2x8gb) 2400mhz memory
1 SSD
1 2.5" 5400rpm HDD
2 case fans and a few usb peripherals as usual.

Test systems with higher specs seem to only draw around 300w at full load for gaming from my reading, and the SF450 has excellent efficiency throughout the range i.e. over 90% at pretty much everything bar the lowest loads.

Will it be enough? I'm assuming yes, like I say no overclocking will be done and surely future systems are likely to reduce in power generally. I'd also expect that since the PSU comes with a wide array of connections including 2 8 pin pci-e, that a single 8 pin GPU and a 65w CPU should be easy.

Well enough.
1070 Ti has max draw around 200W.
So with both it and CPU load maxed power draw might reach 350W at its highest.
In gaming it should be maybe 250-280W as average.

Agree, I think people tend to over-spec these days ;0
Most people over-estimate.
While some under-estimate how much overvolting can increase power consumption.

10% more volts with just 10% more clocks increases power draw as much as one third higher clocks withotu voltage rise.
Hence there should be clear differentiation between overclocking and overvolting.
