You will not achieve much with this topic. Most people won't even see the post never mind comment and most shops do their best to point returns direct to the manufacture. Not to mention it's unclear how much of a problem this is as the cards supply is limited and they are still very new.

Why I am returning my defective 2080Ti Founders Edition:

1. Random display driver crashes in games. Very unstable with driver 416.34, initially stable with the older 411.70, but stability worsened over a few days until 411.70 also began crashing frequently to the point where I was getting eventId 13 Graphics Exception errors with multiple warp errors and shader errors. I am also getting EventID 14 'The description for Event ID 14 from source nvlddmkm cannot be found' errors on every boot too.

2. Randomly I'll hear the USB disconnect sound and I think it's due to the USB-C VR port on the card.

3. The LED logo will randomly turn red or go off entirely, other users have reported that this happens to them in response to GPU temperature changes and some have said it's permanently in that state from the factory. This would suggest an electrical problem with the card to me and may give some clues as to what's happening.

See: https://forums.geforce.com/default/...20-series/rtx-logo-leds-won-t-turn-back-on/1/

and https://forums.geforce.com/default/topic/1073171/geforce-rtx-20-series/rtx-2080-logo-is-red-/

4. My Palit GTX 1080 Gamerock Premium has none of the issues reported above.

I've RMA'ed my Gigabyte 2080 Gaming OC.

Everything started off ok but after a while the PC would go past POST start loading windows then I'd be faced with a black screen this would happen with every cold boot. My USB devices would have no power going to them and I would hear the USB disconnect sound like Itron. Leaving the PC on at the black screen for a while would result in the GPU fans running at 100% at which point a reset of the system would allow me to get into Windows with everything seemingly ok till the next cold boot.
Replaced my PSU made no difference.

Sent the card back to Overclockers to be tested and now it's in Gigabytes hands awaiting repair / replacement.

Slightly annoying as I've got some freelance work on standby as the old 970 I have struggles with Substance Painter.

2080Ti Founders Edition, S/N 03238...
No GPU O/C applied.
Games were crashing to the desktop spontaneously.
Then a couple of days later, artifacts and system freezes/restarts during games and benchmarks.
Then a day later artifacts and freezes on desktop after boot.
Then a day later, boots into a blank screen and hangs.

Card removed after 8 days.
RMA took 16 days.
Replacement S/N 03242...
No issues so far after one day of use, but we shall see.

Well my Gainward RTX 2080Ti Phoenix Golden Sample which I got monday this week also decided it wanted to be RMA'ed. Suddenly today wanting to game, it would display star flashing like artifacts in all different colours - looking like something on a christmas tree, and afterward the image would stutter to a halt and the then black screen, and then only a hard reset would get me back into windows. The card has now been packed and I'm awaiting an RMA number....

My wifes MSI RTX 2080 Duke OC knocking on wood still lives.

Inno3d 2080ti x2 OC

Ran for 4 days - reached 84-85c in games but fans never went to 100% -= stayed about 50%

5th day or so, began to get random coloured blocks on the screen and the game freezing or giving Fatal DirectX Error 11000002

6th day, PC began to reboot or shutdown during games. Between reboots, large areas of screen turned into minecraft mess of coloured squares.
