What are my options for a quiet build and gaming at 1440p?

Unless I'm reading it wrong they're both in the same tier:

Tier S are bequiet , both would have been in the Tier 1 off the older class scale, but as with new techs, models,oem/vendors entering in the market they added more tiers

Vii seems to consume the same power as the 64 or slightl less . all new Vega design was a power hog! plus AMD bios, navi is the design that should save power , specially at 7nm

I reckon the be quiet! PSU might be the better choice and possibly quieter under load, so overall the better one to pick. Updated basket:

My basket at Overclockers UK:
Total: £532.81 (includes shipping: £0.00)

+

Navi at £400-450
CPU at £200-250
MSI B550 GAMING PRO CARBON AC at £130-150
LG 27GL850F 27" Nano IPS Freesync at £550-650

@davidmt83

heads up with B550... its Q3 , pretty sure late Q3 ( i delete roadmaps after viewing ) - so might have to wait longer . Budget entry X570 should do the trick though . Cant remember if more PCIe lanes have been assigned to X570 to further compete with Intel ( ability to house more nvme drives on z390/b360 but x299 has been less then thread ripper- until now)

OH OH OH on deal! bit overkill but cheaper ! and just incase you need the extra power or have less load so lower RPM

Thinking about it more I think I'll get the RMx 750w, increased power gives more headroom before the 40% load is reached. Can't get more silent than 0RPM :D

Vega 56 uses roughly 250w by its self

Good testing from kit guru as able to isolate GPU draw accurately by its self .

Ryzen overclock or intel overclocked on all cores can draw a lot of tdp, normally 150w . Tatsed tdp on the box are base speed/turbo etc
