Which network to port to without topping up?

My parents are on Plusnet Mobile (£9 monthly plan) and seen the same plan for £6 for new customers, they rang Plusnet to see if they can change to that offer but they couldn't do it and was told to request a PAC code (which my parents did), port to a different network and join back Plusnet to get the deal but which network should they port to without the need to top up to activate the sim as O2/Giffgaff requires you to top up £10?

They didn't offer you a retention deal? I know they will match other providers deals.

Seems a lot of hassle to leave and rejoin.

That's odd, I've seen lots of people say Plusnet have let them switch to better new customer deals. Shame if they're not being as nice now.
