New parts help

Just got myself a new mobo, cpu, and cooler.
Replaced all the parts made sure everything is connecter. It turns on all the fans come on, LEDs, CPU fan. But then after 10 seconds it turn soft suddenly and then back on.
Gigabyte aorus elite z390
I7 9700k
I've got a post speaker in and I get no beeps at all?
Also CPU led is on the board which stays on. Is the cpu the problem?

Have you tried it with just one stick of RAM in? How about just the mobo and CPU/RAM outside the case?

You haven't missed the EPS motherboard power have you?

Hi, tried it all outside the case. I have the 8 pin and 4 pin eps plugged in.
I tested the cpu with no cooler on and it didn't heat up at all so I suspect an issue with the cpu or motherboard pins? I did notice that the post checks had the cpu red led on also.

Sounds like a bad CPU then sadly.
