New iPad(2019) sim problem

Hey guys,

Took delivery of a new iPad WiFi+cell today. When I go to settings the mobile data option is greyed out. This happens whether there is a sim there or not.

I’ve tried the obvious stuff, including: resetting the iPad; trying another working sim (and checking the original one); reset the iPad and network settings.

Any thoughts before I send this annoying hunk of tat back at Vodafone?

Thanks for the advice - unfortunately there is a billing issue to sort first (they’ve not honoured their original price) so I need to do that before I do anything else.

Just want to get the thing to do what it is supposed to!
