It sounds like he bought a re manufactured card - so the card was dead, then repaired and dead again for the new owner, lol

There are still Aug 2018 cards out there yes I've seen them. Mine that went faulty was 2018 and the one they sent as a brand new replacement was 2018. The 2060 however I had for a week was 2019. So the earlier cards still in circulation are more prone to the issues. Possibly.

Well my cheap rtx 2080ti turned up today.... Pink artifacts all over the windows screen, reinstalling drivers did not help, contacted the supplier, offered me a further 10 percent discount and postage costs to send back to MSI Rma in Poland, RMA accepted, posted today, 2 week turn around... Kind of happy to wait, brings the card price down to around £550.

I've had a number. Nvidia FE, EVGA FTW3, EVGA XC black , and my current EVGA XC ULTRA all have ran perfectly without issue.

My Palit has ran as smooth as butter,sound's as quiet as a mouse and has chewed through all the 4k loveliness Ive thrown at it. Absolute beast of a card and I genuinely don't regret the £1k I spent on it one bit, which I thought I might struggle with to be honest.

I bought a 2nd user 2080ti Duke from an MSI reseller... It arrived faulty with artifacts, came to a deal with the reseller and it arrived with MSI Rma Poland this morning...but it worked out cheap at around £550

I got my founders 2080ti in October 2018, fitted a waterblock straight away and not had any issues with it so far.

Loving my Asus 2080Ti Strix, the coil whine has gone away but now im left with one more problem, the 3rd fan (furthest away from the RTX sign) makes a clicking noise whenever it spins up.

Obviously not my idea of a perfectly working card but I guess it happens. I won't bother RMA'ing the card because its something minor and obviously something I can mitigate with a fan curve having the 3rd fan run at a lower temp. Or just turning 0db mode off....

Update: Tried running my fractal r5 on its side as an experiment, fan clicking noise completely gone, so the noise only happens when the card is facing down

Update Two: Think I have found the culprit since it seems the 3rd fan on the Strix is very slightly loose compared to the first 2 fans which is whats causing the noise when its vertial but not horiztonal. I put my finger on the middle of the fan to keep it pushed down ever so slightly while vertical and the noise is gone.

No way to say vertical mount the GPU in that case? I know cooler master do a vertical gpu bracket which fits many cases.

One of the reasons I always run liquid cooled cards now as you only have the fans on the radiators which can be replaced easily and relatively cheaply if noisy.

I’ve had quite a few cards in the past with working but noisy fans in the same to what you have experienced and it can be very frustrating.

In the end I decided to simply run it on the performance bios with a custom fan curve to keep the card inaudible, its really disappointing that spending so much on this card that I would end up with this problem but from investigation it seems its more common than I thought, apprantly its a known problem and not just with Asus

I received two artifacting FEs in a row before I decided to refund instead. Which is a pity since it's such a powerful card for VR and I loved every second I had with it. But at over £1K, I've just lost faith in these things lasting.
