Whoops on a colleagues car.

Looked round my colleagues car and noticed the following:

What the other side looks like:

The groove between the worn part and the untouched part is 2-3mm deep :/

not sure what aspect we're all meant to be jumping on:
tyres are a different make?
top tyre is starting to crack on the shoulder?
top tyre is nearly 5 yrs old?
top brakes aren't contacting across entire pad?
bottom tyre is asymmetrical and top might not be (cant see an "outside" text)?

Looks at the brake discs, one is worn all the way to the edge, the other has an area that's untouched and so rusty. The height difference between the worn part and untouched part is 2-3mm.
